The Black Panther Party based in Oakland, CA began recruiting to establish a chapter in Washington, DC in September 1969. A previous attempt to establish a Panther chapter in Washington was made by Robert Rippy in 1967. Rippy organized a small group and named themselves Black Panthers advocating armed self defense of the black community.
