It was founded by Shimotsuki Gozaburou, who left Wano 55 years ago. So for Zoro to be born in Wano from the Daimyo, there would have to have been a second Shimotsuki ship leaving Wano, traveling to the East Blue, and ending up on the exact same island Gozaburou settled at. The Shishui was given to him by Ryuma and after that many thought he might be Ryuma's descendant I don't know about that but when Zoro received Shishui he in a way earned Ryuma's respect and trust that Zoro will one day be strong enough to properly wield that sword.
